That sentence looks like a contradiction until you read the operator's own page, and then it is simply a scope. MAST carries people to medical appointments. It states, flatly and without exception, that it does not transport to or from hospitals or emergency rooms.

A consultant's office, a physical therapy practice, a routine clinic: those are appointments and MAST goes to them. A discharge from Morristown Medical Center, an admission, a trip to an emergency room: those are hospitals, and they are outside the service.

It is the exact inverse of what most families assume the priority would be. Everybody expects a senior transport service to prioritise the hospital and treat the shops as a nice extra. Here the shops and the appointments are covered and the hospital is not.

The second refusal compounds it. MAST does not carry passengers in wheelchairs, and directs those riders to the Morris Area Paratransit System. So somebody who comes out of Morristown in a chair has neither of the two things they need from the local service, on the day they need them most.

MAST requires a completed Rider Registration Form to be on file in the Transportation Office before any participation. Not before the first booking; before participation.

That is a small administrative thing and it has the same shape as every other registration gate we have found across three states: it takes time, it cannot be hurried, and the moment somebody needs it is the moment they are least able to complete it.

So the advice in Mendham is the same as the advice in Bethel and in Monroe, and it costs nothing. Register while the person is still driving, still well, and still finds a form easy. The paperwork sits in a drawer and does nothing until the week it does everything.

It is also worth knowing that MAST covers both Mendham Borough and Mendham Township, which is unusual and useful, since almost nothing else here treats the two as one place.

Mendham Borough and Mendham Township are separate municipalities that share a name. They have different governments, different addresses and different populations, and Census figures for one are not figures for the other.

This page is the borough: around 4,973 residents, 21.1 per cent of them over 65, median home built in 1972. That is a small place with a high older share, which is the combination that produces quiet difficulty rather than obvious crisis.

The distinction matters practically as well as statistically. A family searching for services will find results for both, correctly named, describing different things. MAST is one of the few services that covers both, which makes it the exception rather than the rule.

When somebody rings us about Mendham, the first question is which one, and it is not pedantry. It changes the address, the municipal contacts, and occasionally the answer.

The borough's median home dates to 1972 and the setting is rural: large lots, long private drives, wooded roads, no walkable centre in the sense a village has one.

Seventies construction is comparatively kind to age in. Wider stairs than pre-war stock, doorways a walking frame passes through, a reasonable chance of a bathroom on the entry floor. The building is rarely the binding constraint in Mendham.

Distance is. A caregiver who does not drive cannot work this borough, and winter decides whether a shift starts on time. Cover here is arranged in longer blocks and fewer of them, because a one-hour visit with a half-hour drive at each end is not a sensible thing to sell or to buy.

With one in five residents over 65 in a place with no public transport worth the name and a senior service that will not go to the hospital, the honest description is that private arrangements do most of the work here, and always have.

Nothing about the line beyond that is soft. No skilled nursing, no wound care, no injections, no therapy, no medication administration or dose adjustment, and no clinical assessment. Where a clinical plan already exists we work under it rather than directing it.

The gap it leaves is specific: the discharge, the return from an emergency room, and the period afterwards when somebody is in a chair and therefore outside the service entirely. That is a short arrangement and it should end when they are steady.
