Home care in Harding

Harding Township's entire municipal older-adult programme is a line in a resolution. TC 25-051, on the township's own reorganisation agenda, is titled Resolution Authorizing an Annual Donation of $4,500.00 to the Harding Township Senior Citizens, and it authorises that payment to the volunteer organisation on the ground that the group is essential for senior citizens to communicate with local officials.

There is no senior services department. No staff, no centre, no building, and no budget line for transport. Morris County publishes a directory of seventeen municipal senior centres across the county and Harding is not among them, and the township's own website carries no seniors, aging or transportation page anywhere in its departments, government or resident sections.

None of that is hidden and none of it is unusual for a township of 3,896 people. It is simply worth writing down, because a family arriving from a town with a staffed centre and a dial-a-ride will assume something comparable exists here and will spend a week discovering it does not.

One in five Harding residents is over 65. The public provision available to those 811 people is a volunteer club funded by a four-figure donation, and the county.

The Harding Township Senior Citizens group is open to residents aged 55 and over and meets at the Church of Christ the King on Blue Mill Road in New Vernon, on the second and fourth Thursday of the month at eleven, except in July and August.

Two meetings a month, in a church hall, with no meetings across the whole summer. That is the structure of an older resident's public week in Harding.

The summer gap is worth planning for rather than discovering. July and August are the months when adult children are away, when routines break, and when the one fixed thing in somebody's calendar disappears. Families ring us in August about a decline that started in early July, and the timing is not coincidental.

Worth one honest caveat: those meeting details are published by the Harding Township Civic Association rather than by the township itself. The township does not publish them at all. So the venue and schedule carry civic-association authority, and are worth confirming before anybody drives to Blue Mill Road on a Thursday.

This one is worth stating carefully because it will otherwise cost a family a wasted call and a cancelled plan.

MAST, Mendham Area Senior Transportation, publishes a heading on its operator page reading TOWNS SERVED, and Harding appears under it. The same page's mission statement says the service transports seniors aged 60 and over and disabled adult residents of Mendham Borough and Mendham Township.

Read together, that list is places MAST will drive to, not places whose residents may ride. A Harding resident is a destination rather than a passenger. We could not resolve the ambiguity from published material and we are not going to guess on a page a family may plan around.

So the honest instruction is: do not assume Harding residents can book MAST. Ring and confirm before building anything on it. County MAPS is the provision we can state with confidence, and it operates on county terms.

Harding has around 3,896 residents, 20.8 per cent of them over 65, and a median home built in 1967. It is one of the least dense municipalities in Morris County: large lots, long private drives, unlit roads, and no centre of any kind.

Late-sixties construction is comparatively kind to age in. Wider stairs than pre-war stock, doorways a walking frame passes through, and often a bathroom on the entry floor. The building is rarely what stops somebody here.

Distance is, and February decides whether a shift starts on time. A caregiver who does not drive cannot work this township, and a plan assuming somebody can be there within twenty minutes has not looked at where the roads go. Cover is arranged in longer blocks and fewer of them, because a short visit with a long drive at each end is not a sensible thing to sell or to buy.

Morristown Medical Center is the hospital most discharges come back through, and it is a genuine drive rather than a short hop, which lengthens the shape of a recovery week.

Everything we provide is daily-living. Personal care, bathing, dressing, mobility support and transfers within a caregiver's training, medication reminders, meal preparation, the household routine, companionship, and the driving that a township with no transport leaves entirely uncovered.

Nothing about the line beyond that is soft. No skilled nursing, no wound care, no injections, no therapy, no medication administration or dose adjustment, and no clinical assessment. Where a clinical plan already exists we work under it rather than directing it.

We usually start by pointing families at what is free. In Harding that is a volunteer club twice a month and the county, and saying so plainly is more useful than implying there is more. Private arrangements are not the fallback in this township; they are the plan and always have been.

The arrangements that work here are the rural ones: longer blocks, fewer of them, and a standing commitment that gets somebody out of the house rather than only somebody into it. That is a smaller purchase than most families expect to be making.
