Home care in Upper Saddle River

Upper Saddle River's borough website lists 119 pages across Departments, Community, Services and a full How Do I index. There is no senior centre page, no senior club page and no senior transportation page anywhere in it. The Recreation Department describes youth and adult sports.

That is the whole municipal picture. No department, no centre, no staff position, and no transport scheme. For a borough of 8,439 people with 1,244 residents over 65, the town itself provides no older-adult programme.

It is worth being precise about what that does and does not mean. It does not mean nobody here is looked after; it means the looking after is done by a volunteer organisation and by the county, and neither of those is the borough.

So a family ringing the municipal building with a question about care will be redirected, correctly and politely, to somebody else. Knowing that before making the call saves a morning.

USR Cares is the provision, and by its own record it does real work: the Borough Bulletin credits it with over 1,000 cheer visits to more than 100 seniors across nine years. Volunteers going to people's homes, consistently, for the better part of a decade.

That is genuinely valuable and it is a different category from a service. Visits are booked by RSVP rather than by drop-in, they depend on volunteer availability, and they are companionship rather than assistance. Nobody is being helped up the stairs or driven to a hospital appointment.

The distinction matters when a family is deciding what still needs covering. A visiting programme addresses isolation, which in a borough like this is the first thing to go. It does not address the morning, the discharge week, or the afternoon somebody cannot get to Paramus.

So the right way to hold it is as a genuine asset that solves one specific problem, and to plan the rest separately rather than assuming it is covered.

Bergen County runs ten senior activity centres: Bergenfield, Palisades Park, Elmwood Park, Ridgefield Park, Garfield, East Rutherford, Midland Park, Hackensack, North Arlington and Wallington. Not one is in the northwest estate belt.

Ridgewood, Allendale, Ho-Ho-Kus and part of Saddle River are covered from Midland Park, which is already another municipality. Upper Saddle River, Franklin Lakes and Alpine sit further out again.

The county's Community Transportation is free and door to door, and it reaches a given municipality on set days rather than on request. At the far northwestern edge of the county, that is exactly the geography where a set-day service thins.

The result is a familiar shape: substantial houses, considerable means, and a person who has not been anywhere unaccompanied in months because there is nothing within reach and nothing scheduled to reach it.

The borough's median home dates to 1971, one of the more recent stocks we cover. Seventies construction usually means wider stairs than pre-war housing, doorways a walking frame passes through, and often a bathroom on the entry floor.

The building is therefore rarely the binding constraint in Upper Saddle River. Where a household is struggling, adaptation is frequently worth pricing before hours, and an occupational therapist is better placed than we are to say which.

What these houses bring instead is scale and separation: large footprints, long driveways, and a road network with no walkable destination on it. Losing a licence here does not narrow somebody's week, it removes most of it in a single step.

The Valley Hospital moved to Paramus in 2024, and it is where discharges come back through. That is a drive rather than a walk, and in the fortnight after a stay it is a drive somebody else has to make.

Everything we provide is daily-living. Personal care, bathing, dressing, mobility support and transfers within a caregiver's training, medication reminders, meal preparation, the household routine, companionship, and the driving a borough with no transport scheme leaves uncovered.

Nothing about the line beyond that is soft. No skilled nursing, no wound care, no injections, no therapy, no medication administration or dose adjustment, and no clinical assessment. Where a clinical plan already exists we work under it rather than directing it.

We will say plainly when the answer is not care. If somebody here is isolated rather than unsafe, USR Cares and a driving arrangement may do more than personal care would, at a fraction of the cost, and we would rather tell you that than sell hours against it.

And where a large house at the end of a long drive has stopped working, that is a conversation worth having properly rather than postponing by adding cover until nobody raises it. It is the family's decision and it should be an informed one.
