The Greater New Haven Transit District publishes its eligibility plainly: membership for ADA service is open to all persons whose temporary or permanent disability prevents them from using the CT Transit fixed route transportation system.

Read that carefully, because it is not what most families assume a senior transport service means. The test is not how old somebody is. It is whether a disability prevents them from using a regular bus.

So a person of eighty who is slow, tired, reluctant and perfectly capable of climbing onto a bus does not qualify, at any age. And a person of fifty-two who cannot does. Age is not a factor in either direction.

This is the single most common misunderstanding we expect to correct in this city, and it is worth establishing before a family builds a discharge plan on the assumption that paratransit is the fallback. Certification takes an application and an interview, and it can come back negative.

The booking rule is quoted exactly on the district's own site: ADA paratransit is a reserved-ride system, all reservations must be made no later than 5pm the day before you want to use the service, and they do not accept requests for rides or make changes to reservations on the day of service.

That last clause is stricter than it first reads. Not only can you not book on the day, you cannot change a booking on the day. An appointment that moves by an hour on the morning is not something the system will absorb.

Rides can be booked one to seven days ahead, and the Customer Service Center is open Sunday through Saturday, nine until five, which is a seven-day booking desk and better than most.

There is one more constraint that quietly excludes a lot of the city: a trip must begin AND end within three-quarters of a mile of a CTtransit New Haven Division fixed route, and express and commuter routes do not count. Both ends. An address that qualifies for the outbound leg does not help if the destination does not.

The city runs three senior centres and they open from age 55: Atwater in Fair Haven, Dixwell/Newhallville, and East Shore.

Two of the three are routinely published at old addresses. Directories still show 255 Goffe Street for Dixwell/Newhallville; the current address is 197 Dixwell Avenue. And East Shore is still widely listed at St. Bernadette's Church on Townsend Avenue, which it left: it moved into the Salperto Community Center at 350 Woodward Avenue in 2025.

Sending an eighty-year-old to a church that no longer hosts the centre is exactly the kind of wasted afternoon these pages exist to prevent, and it is the reason we chased both to reporting rather than trusting a directory listing.

Lunch is bookable and the rule is specific: twenty-four hours ahead, by noon of the previous day, and by the previous Friday if you want lunch on a Monday. That Friday clause is the one people miss, and it makes Monday the hardest day of the week to arrange on short notice.

New Haven has 137,556 residents and 11 per cent of them are over 65. That share is the lowest in the county and it sits alongside a median household income of $59,705, also the lowest by a wide margin.

Both numbers matter for an honest page. This is not Guilford with a smaller budget; it is a different market. A great many older residents here have family nearby doing a great deal of the work already, and the question a household brings us is usually narrower and more specific than in a suburb.

The housing is genuinely mixed, from three-deckers and converted houses to purpose-built older-adult buildings and apartment blocks with lifts and front desks. Two clients with the same care plan can need different shift lengths depending only on the building, and a caregiver who cannot get past a front desk is a caregiver who is not upstairs.

Yale New Haven at York Street is the hospital, and for most of the city it is close. Proximity does nothing about the weekend, or about paratransit that will not take a booking on the day.

Everything we provide is daily-living. Personal care, bathing, dressing, mobility support and transfers within a caregiver's training, medication reminders, meal preparation, the household routine, companionship, and the journeys paratransit will not take because somebody is old rather than disabled.

Nothing about the line beyond that is soft. No skilled nursing, no wound care, no injections, no therapy, no medication administration or dose adjustment, and no clinical assessment. Where a clinical plan already exists we work under it rather than directing it.

In a city with three senior centres open from 55 and a seven-day booking desk, the honest answer is frequently that a household needs less than it came expecting to buy. Use the centres. Apply for certification early if it is likely to be needed, because it takes an interview and can be refused.

What we are actually for here is the hours nothing public covers: the morning, the evening, the weekend, and the fortnight after a discharge when somebody cannot yet manage their own stairs and no ride can be booked on the day.
